How do I manage English Learner information for CALPADS in PowerSchool?

Language Coordinators may use a variety of different systems to be able to determine the English Learner status of students.  Even though PowerSchool may not be your primary student management system for English Learners, it does require the most up to date information in it as PowerSchool is the master data source for updates to the State of California’s official student data system called CALPADS.

Triggers for updates

English Learner status updates must be updated in PowerSchool when one of the following events occur:

  • A student enrolls in the school for the first time.
  • A student is tested for English Proficiency for the first time or has a status change.
  • Whenever English Proficiency test scores are received from CST (Grades 5 and up only)

Entering a new ELA Status.


To enter a new ELA Status click New at the top of the screen.

  • ELA Status Code
    • Required in CALPADS for grades TK and higher. 
    • Types of ELA Statuses
      • EL – English Learner: A student in TK through grade 12 for whom there is a report of a language other than English on the Home Language Survey and who, upon initial assessment in California using an appropriate state assessment (currently the California English Language Development Test (CELDT)) and from additional information when appropriate, is determined to lack the clearly defined English language skills of listening, speaking, reading, and/or writing necessary to succeed in the school’s regular instructional programs.
      • EO – English or American Sign Language Only: A student in TK through grade 12 for whom the only language reported on the Home Language Survey (HLS) is English or American Sign Language.
      • IFEP – Initial Fluent English Proficient: A student in TK through grade 12 for whom a language other than English is reported on the Home Language Survey and who, upon initial assessment in California using an appropriate state assessment (currently the California English Language Development Test (CELDT)) and from additional information when appropriate, is determined to be proficient in English.
      • RFEP – Reclassified Fluent English Proficient: A student in kindergarten through grade 12 who, upon entering public school in California, is identified as an English learner (EL) and subsequently reclassified/redesignated in California, per Education Code 313, as proficient in English. Education Code 313 criteria include, but are not limited to, an assessment of English proficiency in listening, speaking, reading, and writing as currently measured by the California English Language Development Test (CELDT), teacher evaluation of curriculum mastery, parental opinion/consultation, and student’s performance of basic skills, as measured by the California Standards Test English Language Arts, that demonstrates sufficient proficiency in English to participate effectively in a curriculum designed for students of the same age whose native language is English.
      • TBD – To Be Determined: A student in TK through grade 12 for whom there is a report of a primary language other than English on the Home Language Survey and for whom the district has not completed the assessment process. The assessment process must be completed within 30 days of initial enrollment. TK students are an exception and are not tested until their kindergarten year.
  • ELA Status Start Date
    • Required for all statuses: EO, EL, RFEP, IFEP, and TBD.
    • This value may be for a date that is before the student’s first day of enrollment at this school if the student came to your LEA within an existing ELA status from their previous LEA.
  • ELA Status End Date
    • End date should be left blank until the student tests into a new ELA status.
  • Primary Language
    • Required.  Eng = English, SPA = Spanish, many other languages codes available in the pull-down.
    • These are three digit alpha codes. 
    • If the Primary Language is Eng – English, Current ELA Status MUST be EO.
  • Exclude from State Reporting
    • No.
  • ELA Status Correction Reason Code.
    • Populate this value in cases where the ELA status code for this record is a Correction to data previously uploaded to CALPADS.
    • Review CALPADS code sets for active correction reason codes.

Language Instruction Programs

To enter a new Language Instruction Program click “New” in the English Language Program Eligibility section of the ELA Status/Program History screen.

  • Education Program Code/ Types of English Learner Programs:
    • 300 – Developmental Bilingual Program. A language instructional program (LIP) designed for English learners which provides content instruction delivered in the students’ native language and English. The goals of this program are language proficiency and academic achievement in students’ first and second languages. The portion of the instructional day delivered in each language varies by the type of program. English learners receive instruction in designated and integrated English language development (ELD) based on the California (CA) ELD standards, and all students are provided grade-level content instruction based on the state-adopted academic standards.
    • 301 -Dual-Language Immersion Program. A language instructional program (LIP) designed for English learners and native English speakers, which provides content instruction delivered in the English learners’ native language and English. Goals include language proficiency and academic achievement in students’ first and second languages, and cross-cultural understanding. English learners receive instruction in designated and integrated ELD based on the state-adopted CA ELD standards. All students are provided grade-level content instruction based on the state-adopted academic standards. Dual-Language Immersion program models may include Two-Way Immersion, 50/50 Dual Immersion, 90/10 Dual Immersion, and other similar program models.
    • 302 – Heritage or Indigenous Language. A language instructional program (LIP) in English and another language for non-English speakers or students with limited literacy skills in their first language. Indigenous language programs support endangered minority languages in which students may have limited receptive and no productive skills. Both programs often serve American Indian students. English learners receive instruction in designated and integrated English language development (ELD) based on the state-adopted CA ELD standards, and all students are provided grade-level content instruction based on the state-adopted academic standards.
    • 303 – Newcomer Program (Various Models). A language instructional program (LIP) designed for English learners who are new to the country with less than 12 months of schooling in the United States. This program provides instruction in designated and integrated English language development (ELD) based on the state-adopted CA ELD standards and grade-level content instruction based on the state-adopted academic standards. Instruction and/or support may be provided in the students’ native language. Program models vary. This program has clear entry and exit criteria, with goals and timelines defined.
    • 304 – One-Way Immersion Program. A language instructional program in English and another language for non-speakers of the other language, with the goals of language proficiency and academic achievement in English and the other language, and cross-cultural understanding. The portion of the instructional day delivered in each language varies by the type of program.
    • 305 – Structured English Immersion Program or other predominantly English Language Instructional Models. A language instructional program (LIP) designed for English learners in which nearly all classroom instruction is provided in English with curriculum and a presentation designed for students who are learning English. The goals of this program are language proficiency and academic achievement in English. Students receive instruction in designated and integrated English language development (ELD) based on the state-adopted CA ELD standards and grade-level content instruction based on the state-adopted academic standards. Some instruction and/or support may be provided in the students’ native language. Program models in addition to Structured English Immersion may include English Language Mainstream, or other program models in which all or nearly all instruction is delivered in English.
    • 306 – Transitional Bilingual Program. A language instructional program (LIP) designed for English learners utilizing English and students’ native language for literacy and academic instruction, with the goals of language proficiency and academic achievement in English. Students typically transition to “English only” instruction by third grade. English learners receive instruction in designated and integrated English language development (ELD) based on the state-adopted CA ELD standards, and all students are provided grade-level content instruction based on the state-adopted academic standards.
    • 307 – Parent Opted Out of EL Program. The local educational agency (LEA) is not providing any instructional services designed for English learners because the parent of this English learner has opted this student out of EL services. The LEA maintains a record of the action to demonstrate the parents have chosen to opt out of such services.
  • Education Program Membership Code
    • CALPADS no longer collects this data.
  • Education Program Membership Start Date
    • If the student is new to your school and has previously been identified as and English Learner, the start date for the LIP would be the first day of the student’s enrollment at your school.
    • If the student was labeled as EL following the Initial ELPAC this year, the start date of the LIP will be the date the student was labeled as EL in CALPADS by TOMS.
  • Education Program Membership End Date
    • When a student is identified as RFEP (reclassified/redesignated), the LIP program must be closed the day prior to the RFEP date.
    • When a student is no longer participating in the LIP program, please close the program as of the day after the last day the student participated.
